Question about farm laws in India

Does anyone have a moment to explain a bit of what is happening in India right now? I live in Canada and I know some Indian ex-pats who are talking about genocide and destruction of villages, but I haven't seen anything like that. I would love to hear a bit about both perspectives, and I would also like to read a bit of news coverage, but I wasn't sure where to start.

Can the public participate in forming new laws in India?

  1. Now and then, I come across news and stories about how public/activists contribute to making new laws in western countries. For example, A) (If I am right,) in the USA, people can gather enough signatures (in the WhiteHouse website?), and the congress will look at it, B) recently came across this TED talk, where a UK female activist's effort resulted in adding upskirting to the Sexual Offences Act,
and similar news. I wonder do we have similar opportunities in India? How can we - as individuals - contribute to making new laws or changing the useless/outdated laws in India?
I am fully aware that sometimes huge public protests do result in changing laws. But does it always takes huge public protests to make new laws, or is there a more efficient way? Take a particular case: what do I have to do if I want a law that makes honking at a red signal (where the vehicles are waiting for the green signal) a punishable offense (is it already?)?
(Don't tell me to be a politician and bring a bill in the house, please.)

Additional question: 3. Who actually thinks the details about and writes the laws? Certainly, most of our politicians are idiots and don't have the slightest idea about what they are doing and supposed to do. They are seriously incapable of coming up with anything good on their own; they are just faces. So who actually writes the rules, the detailed, intricate/subtle clauses?. Who actually thinks? Who decides what punishments (money/jail years) for violating the laws when a law is written first?

Annoying Laws In India

Hi, Guys due to recent government regulations in India. All the new cars in India make annoying notification sound when you cross the speed limit of 120Km/Hr. It continuously keeps on making a beeping sound (the standard acoustic beep all BMW CARS HAVE) for the duration of time you are above 120Km/hr. It also makes a single beep when you touch 80km/hr. I know a shop that has figured the solution to this in Bimmer Code. They want to charge 500USD for that feature which is way too much for me. I friend of mine got it done and he told me that they entered Expert Mode in the Bimmer Code App and completely got rid of the beeping sound for crossing 80km/hr and 120km/hr. If someone here is an expert and can walk me through the steps, I will really appreciate it.
